เพื่อให้บรรลุวัตถุประสงค์และเป้าหมายที่กำหนดไว้ข้างต้น จึงกำหนดแนวทางและแผนการ
ดำเนินงานตามแผนแม่บท อพ.สธ. ระยะ 5 ปีที่หก (1 ตุลาคม พ.ศ. 2559– 30 กันยายน พ.ศ. 2564) โดยมีกิจกรรม 8 กิจกรรมที่อยู่ภายใต้ 3 กรอบการดำเนินงาน และ 3 ฐานทรัพยากร ได้แก่ ทรัพยากรกายภาพทรัพยากรชีวภาพ และทรัพยากรวัฒนธรรมและภูมิปัญญา
1. กรอบการเรียนรู้ทรัพยากร
เพื่อพัฒนาและเพิ่มประสิทธิภาพการดำเนินงานด้านการพัฒนาและด้านการบริหารจัดการด้านปก
ปักทรัพยากรของประเทศ จึงต้องมีการเรียนรู้ทรัพยากรในพื้นที่ป่าธรรมชาติดั้งเดิมที่ปกปักรักษาไว้ โดยมีกิจกรรมที่ดำเนินงานได้แก่ กิจกรรมที่ 1 กิจกรรมปกปักพันธุกรรมพืช กิจกรรมที่ 2 กิจกรรมสำรวจเก็บรวบรวมพันธุกรรมพืช และกิจกรรมที่ 3 กิจกรรมปลูกรักษาพันธุกรรมพืช
